This is probably one of my favorite MLP:FiM digital pieces. Luna looks absolutely stunning, decked out in her cute little Goth/emo outfit. She is still a young filly, ready to hit the dance floor. In other words, this style of yours is absolutely adorable, and I just want to jump through the screen and hug her.
I give you a five for vision because the vision you invoked was amazing, in Luna's eyes and in her smile. She looks ecstatic; thrilled about the prom. Originality is a four because I swear I've seen the whole "Luna Goth" thing before, but you did it so well, and I'm really impressed.
Your technique earns a five. I see a lot of this digital pony art every day, from Equestria Daily and DeviantART, but, as you performed well on your previous scores, you also did very well with your choice of artistic technique. The lightly-painted Canterlot Castle in the background really gives the piece dimension, and makes it more realistic. I know I definitely can't do any sort of background, nor can anyone I've known.
Your Impact earns a five because this piece plays a large role in what inspired my Ask Teenage Luna pieces. I drew this kinda-sorta humanized, and then went from there. I'm not saying you have to look at it, but you may be interested in checking out that gallery folder and seeing all that you have inspired.

Okay, so first thing's first: As for the vision thing, I love the pink/purple background that compliments Luna's colour and mane. Her eyes stand out in this, being the brightest part of the picture, and I like how much expression they show. I LOVE the choker and earring, which make her a more dynamic character than just 'oh, I went crazy because my sister banished me to the moon...' For originality, I gave it a little lower rating because it seems that just about every pony that you draw in a younger version has braces. While it's very cute, and just adds to the 'adolescent' view of the ponies, I think that having braces on everypony is a bit overdone, yes? As it is, I like the effect on Luna especially, since her colour scheme has silver in it anyway. It fits here. I can only imagine the work that it would take to get this much detail into this picture. I saw your sped up version of your painting of Cadance, and since I assume that you use basically the same style to do everything, I have to applaud you. Her mane has that pretty dynamic colour contrast, the same that she had when she was younger, not after her 'Nightmare Moon' episode. Also, once again, I stress how amazing her eyes are. This picture made me thing of a little slightly-unpopular girl waiting for her date to prom to come pick her up. It makes me think of my first dance, when I sat in my room in my dress waiting on my date to get there. For impact, I give it a full score, simply because it brings back good memories of my own. Overall, I LOVE this work, and I cannot wait to see more from you in the future!
